Problems creating a page in CSS

I am makeing a new page in CSS, I can do it tables but I am want to stop useing to tables. The problem is I can't figure out how to do the page I want to not use them. I have created a "problem" page and stated my problem on it. If you please look at http://www.happinessismandatory.com/problem.htm and see if you can offer me any advice.

first of all you cant 'make' anything with CSS, only define what has already been made using HTML (or w/e) will look like, as far as i know the easiest way to make layouts is with tables, just don't use the default borders EW
