what do i need to edit in

so far when i open /config.inc.php it comes up with a blank page
im not sure if i even have to open config.inc.php to open my phpmyadmin page???

Uhhh,

You need to edit these variables:

$cfg['PmaAbsoluteUri']
$cfg['blowfish_secret'] (just use a randomized md5() to seed this)
$cfg['Servers'][$i]['host']
$cfg['Servers'][$i]['user']
$cfg['Servers'][$i]['password']

If you are on a shared server... that's probably all you need to edit to get started with.

Than simply try: http://www.your-domain.com/phpmyadmin/index.php
