Any non free site will have FTP (how else you going to upload your files? PuTTY?)
I use site5 myself, different plans, cheap, more bandwidth than I have seen for that price, RAID backups and tons of customer support. One of the best ever in support terms.
http://site5.com
Check ebay for some cheap ones as well.

Get your own FTP. Filezilla is a great FTP client and free, although it is only for windows at the moment.
search sourceforge for it. :D

1. You get what you pay for.
2. You don't really seem to understand FTP.
It's called File Transfer Protocal. Note HTTP... hyper text transfer protocol. (I think).
FTP lets you view the webserver like a folder... drag and drop, and all that stuff. HTTP, what you're using right now... whenever you're in a browser, basically, is when you can just view/run/download files...
FTP is a way to access the server. Many free sites only allow you webbased upload/management pages... and those can work well.
The issue with hosting isn't that, as much as it is the space/bandwidth.
Again, you get what you pay for.
Either part with $5/month, or something along those lines, or welcome to the world of annoying free webhosting.
There's no simple answer here.
Just look around for a host that does what you want.
Features include...
Popups/banners/text ads....
FTP access
PHP/MySQL/etc.
Space (data storage)
Bandwidth (data transfer)
Speed
Reliability
*Price (n/a)
etc.
Usually, it's a tradeoff... one of more of these in exchange for the others... so... not a great solution. Again, you only want free.
Note that Blizzard's post may not be relevant as what he is suggesting is a program that allows you to access ftp... like a browser. but you need an account (host/username/password) before you can do that.
is when you can just view/run/download filesActually, HTTP has support for PUT and DELETE requests too :) But yes.
Filezilla is a great FTP clientFor Windows? I prefer ftp.exe. xoblite has a nice FTP plugin, too.

I just use windows explorer for FTP. But other apps can help too. It works, though, and is convenient. :p
PUT and DELETE requests? As in file management? Interesting. But, certainly not to the extent that FTP does, nor is it as commonly used for that, I'd say.
