I think it is more important that it be about something that you are interested in, preferably very interested in.

Got it! a site that renders screenshots of built/in progress websites in a selection of browsers and operating systems at different resolutions. A designers paradise!

Sometimes, not to say anything against anyone's site that's about scripting, I think that it sort of eliminates the point of a webpage. If you're doing a webpage for the sake of it, I don't think doing it on website building will interest many people. I usually look for a topic or something that revolves around a forum or something. I have a website that gets up to about 50 visitors a day, mainly because it hosts stats for a gaming website (the stats our the alliance's stats), and people like to check up on it. It also includes a link to the forum, where people can give feedback. So, what I'm really trying to say, is if you have an interesting topic (which also interests you) it should be a good idea. :)

It's fun to make something more than just a webpage. Have server side coding with a search, or a forum, or something people can use for something, like uploading files, etc.
Not that you need anything I just listed, but it's nice to have an interactive website, or at least more than just boring HTML.
Perhaps make a game of some sort... go for logic more than graphics, obviously, due to the limitations of browsers.

Information games probably attract more users anyway. Graphics on dial-up take FOREVER to load. Take for example the animation under speedle's post. It took 117.000s to load (I have faster-fox, which calculates time, then tries to improve it)
Ogame.org is a very good example of a game with PHP, it has over a million people in it! (maybe not, but there's a lot... :P)
