Sticky Note script IE

I am using Sticky Note script IE on a web page. The note displays, but does not fade in as it should, or respond to various settings for how often it should display. I would like it to display "once per session" but it displays evey time the page opens, even though I have set the appropriate variable.
What am I doing wrong?
