You'd have got help a lot faster if you'd actually given details rather than offering money.

Well, If you followed the instructions, just add the code to the document as shown, here is an example:

<html>
<head>
<style type="text/css">

#dhtmltooltip{
position: absolute;
width: 150px;
border: 2px solid black;
padding: 2px;
background-color: lightyellow;
visibility: hidden;
z-index: 100;
/*Remove below line to remove shadow. Below line should always appear last within this CSS*/
filter: progid:DXImageTransform.Microsoft.Shadow(color=gray,direction=135);
}

</style>
</head>
<body>
<a href="#" onmouseover="ddrivetip('Test message')" onmouseout="hideddrivetip()">Rollover here</a>
<div id="dhtmltooltip"></div>

<script type="text/javascript">

/***********************************************
* Cool DHTML tooltip script- &#169; Dynamic Drive DHTML code library (www.dynamicdrive.com)
* This notice MUST stay intact for legal use
* Visit Dynamic Drive at http://www.dynamicdrive.com/ for full source code
***********************************************/

var offsetxpoint=-60 //Customize x offset of tooltip
var offsetypoint=20 //Customize y offset of tooltip
var ie=document.all
var ns6=document.getElementById && !document.all
var enabletip=false
if (ie||ns6)
var tipobj=document.all? document.all["dhtmltooltip"] : document.getElementById? document.getElementById("dhtmltooltip") : ""

function ietruebody(){
return (document.compatMode && document.compatMode!="BackCompat")? document.documentElement : document.body
}

function ddrivetip(thetext, thecolor, thewidth){
if (ns6||ie){
if (typeof thewidth!="undefined") tipobj.style.width=thewidth+"px"
if (typeof thecolor!="undefined" && thecolor!="") tipobj.style.backgroundColor=thecolor
tipobj.innerHTML=thetext

return false
}
}

function positiontip(e){
if (enabletip){
var curX=(ns6)?e.pageX : event.clientX+ietruebody().scrollLeft;

else if (curX<leftedge)
tipobj.style.left="5px"
else
//position the horizontal position of the menu where the mouse is positioned
tipobj.style.left=curX+offsetxpoint+"px"

//same concept with the vertical position
if (bottomedge<tipobj.offsetHeight)
tipobj.style.top=ie? ietruebody().scrollTop+event.clientY-tipobj.offsetHeight-offsetypoint+"px" : window.pageYOffset+e.clientY-tipobj.offsetHeight-offsetypoint+"px"
else
tipobj.style.top=curY+offsetypoint+"px"
tipobj.style.visibility="visible"
}
}

function hideddrivetip(){
if (ns6||ie){
enabletip=false
tipobj.style.visibility="hidden"
tipobj.style.left="-1000px"
tipobj.style.backgroundColor=''
tipobj.style.width=''

So what exactly do you want help with? Integrating the script into the builder for others to use or integrating it for the builder's UI? I'm not quite sure what you want as I can't take a look at this builder.

I've used that program before, the Homestead Sitebuilder. It has been quite awhile. As I recall, there was no readily apparent way to actually edit the files, it was all WYSIWYG. Unless sitebuilder allows you to add raw code to your pages, you are out of luck, at least as far as using it to do this goes. If you can access the site directly via ftp or some other interface that allows you to download and upload files directly to it, you could download the file, edit it with a text editor according to the installation instructions on the demo page for the script, save it and upload it back to the live site.

Yes, that is one text editor, a rather primitive but nonetheless effective one. Whatever text editor is at singmusik04's disposal isn't so important though as having any kind of access to the site that will allow files to be directly edited and then uploaded or, as I said, if sitebuilder can edit the raw code. I do recall from working with sitebuilder on homestead.com that for 'a few dollars more' they would grant you ftp access to your site. Since singmusik04 was willing to pay for help, perhaps he/she would be willing to pay for ftp access.
