In terms of seo, would a blahblah.com rank higher than an identical site with blahblah.info?

No, they'd rank the same if they'd been linked to the same amount.

.com is better because people are used to it. for the general population, they'll assume .com, and if your site is .info, they might not even remember it, and might just try the .com, then give up.
Aside from that, there is no difference, and usually, it shouldn't be a big deal.

It'd be crazy for search engines to descriminate against certain tlds. Only humans do that. :)
