How to create an online auction

I would like to create an online silent auction for horse sales this would be maybe 4-6 horse a year. Is this possible for a dynamic newbie? I realize there are auction sites, but this needs to be on my own site.

I don't know whether this is the right place to ask such a question.

Creating a question involves differect aspects.

1. Designing the system

2. Design a flexible Database

3. Choosing server-side scriptng tool and Database you want to use.

4. start the coding phase

5. Testing etc

If you have programming and some database background you can create it yourself.
