It's a server-side script, written in PHP. It's pretty simple, if you're familiar with the GD image-manipulation library. If not: http://www.phpfreaks.com/tutorials/105/0.php

The configuration bit is slightly Windows-oriented, but I'm sure you can figure it out :)
